  • What will it take to achieve global health outcomes?

    To frame the discussion on financing for health in a post-2015 context, panelists will be invited to reflect on the broader objective of achieving improved health outcomes. The aim is to improve health for all. The session will explore the topics such as:
    • We often hear that financing is not enough, that we also need good policies to improve outcomes. What does this mean for health, what examples do we have?
    • How can partners help improve governance and efficiency for improved health outcomes? We will look at private sector, governments’ and ministers’ perspectives.
    • Improving health outcomes requires action outside the role of the health sector and has implications on the function of the Minister of Health. How can we make policy coherence work at the national level? What financial implications does it have?

  • Mobilising domestic financing for health to achieve maximum health impact.

    Panelists will have the opportunity to reflect on the increased focus on the importance of domestic resource mobilization for health financing and the implications this has on the roles of national institutions including Ministries of Health. The session will explore topics such as:
    • How can Ministers of Health help Ministers of Finance prioritize budgetary decisions and ensure that health plans are financed?
    • National governments will need to engage with the private sector and other stakeholders to increase domestic resources
    • National Governments need to streamline current efforts and promote effective programs while ending ineffective ones.
    • What examples do we have of successful revenue strategies, i.e. from taxation, expenditure efficiency, harnessing natural resource revenues, stopping illicit capital flows, etc?

  • The role of the private sector in supporting health post-2015.

    This is an opportunity to dive more deeply into the role of the private sector and where it is likely to make the biggest impact in health outcomes, post-2015. The session will explore the topics such as:
    • How does the private sector best integrate its efforts with those of civil society, donor governments, and the plans and strategies of the national governments?
    • What types of health interventions make the most sense for the private sector to address and how does the private sector work with governments and practitioners to bring new devices and innovations to scale in a sustainable and affordable way?
    • What is the responsibility of the private sector in ensuring the health of its employees and how can this improve health outcomes in work force populations?

  • How the evolving role of international ODA as a source of financing for health creates the need to tap into new and innovative sources of financing for health.

    Panelists have the opportunity to reflect on the changing role of ODA in a post-2015 framework and the implications this has on partnerships at national and global levels.The session will explore the topics such as: 
    • What is the relative importance of international financing and ODA in a post-2015 framework for health?
    • We often hear of a more catalytic role for international financing – what does this mean in practice for health? How do we tap into new and innovative sources of financing for health.
    • How do we move beyond the traditional public/private sector divide and explore new and innovative sources of funding that are available for funding of national and global health priorities.
